Conflict-Free Kansas Grant
The Conflict-Free Kansas Grant offers HCBS providers funds to comply with the HCBS Final Settings Rule and other federal regulations, and address conflicts of interest.
Applications are due by April 28, 2025.
Overview of the Grant
The Conflict-Free Kansas Grant helps Community Service Providers (CSPs), Community Developmental Disability Organizations (CDDOs), and agencies providing Targeted Case Management (TCM) comply with the Home and Community-Based Services (HCBS) Final Settings Rule and other federal regulations, including regulations around conflicts of interest.
The grant will help grantees transition to providing only TCM, I/DD services, or the CDDO functions (i.e., intake, assessment, options counseling and quality assurance). TCM agencies would exclusively provide targeted case management services, while CSPs would deliver only direct I/DD waiver services.
Applicants must propose to use grant funds in a manner that promotes community integration and person-centered practices and is consistent with the HCBS Settings Final Rule.
Reimbursement
This grant operates exclusively on a reimbursement basis and does not include any prospective payments. Awarded applicants must incur and pay for expenses first and then submit for reimbursement according to the established schedule.

Pre-Bid Conference
On Thursday, March 27, 2025, KDADS hosted a pre-bid conference on the Conflict-Free Kansas Grant. The webinar gave attendees the opportunity to ask questions live and provided the following:

Eligible Applicants
You must be one of the following to apply:
Community Developmental Disability Organizations (CDDOs) that:
Currently provide HCBS I/DD waiver services and will use grant funds to stop providing I/DD waiver services
Do not provide TCM and will use grants funds to start a new TCM arm at their agency, or acquire TCM from another agency
HCBS I/DD waiver Community Service Providers (CSPs) that currently provide TCM and will use grant funds to stop providing TCM
TCM agencies that do not also provide HCBS I/DD waiver services who will use grant funds to provide TCM to individuals currently served by an agency with a conflict of interest
Individuals or organizations who will use grant funds to start a new Kansas TCM agency to serve individuals currently served by an agency with a conflict of interest
Eligible Grant Activities

Ineligible Expenses
Ineligible expenses include, but are not limited to, the following list. KDADS may reject, in whole or in part, any applications with such impermissible expenses.
Any expenses unrelated to the goals of the grant
Costs that supplant or replace existing funding or functions
Costs incurred outside the grant period
Preexisting debts of any kind
Reimbursement for activities already covered by Medicaid
Lobbying or political activities
Entertainment, including social activities, and related costs
Care, personal supplies, food, or equipment for individuals receiving services
Costs funded by another grant
Capital expenditures unrelated to the specific program
Marketing materials to retain clients for the organization
Hiring temporary staff
Onboarding and screening costs
Home office expenses
Transportation expenses
Employee benefits
Equipment given to employees or individuals receiving services for their permanent use
